
New Delhi: The Delhi High Court on Wednesday issued a notice to the Central Bureau of Investigation (CBI) regarding a petition filed by Congress MP Karti P. Chidambaram. He has challenged the trial court’s order framing charges against him in the alleged Chinese visa scam case.
After hearing, a single-judge bench led by Justice Manoj Jain issued notices on Karti Chidambaram’s criminal revision petition and his plea seeking a stay on the trial court proceedings.
Senior Advocate Siddharth Luthra, appearing for Chidambaram, argued that the essential ingredients under Sections 8 and 9 of the Prevention of Corruption Act were missing. He contended that without the involvement of any government official, charges under the anti-corruption law cannot stand. Luthra further stated that the trial court framed charges under Section 204 of the Indian Penal Code (IPC) without any supporting material.
When Luthra requested a stay on the trial court’s proceedings, the Delhi High Court orally observed that it would seek the CBI’s response before considering interim relief.
Justice Jain scheduled the matter for further hearing on February 12. The CBI’s special public prosecutor appeared on advance notice and requested time to file a short reply and status report.
Earlier, several judges had recused themselves from hearing the matter. Justices Swarna Kanta Sharma, Anup Jayaram Bhambhani, and Girish Kathpalia declined to hear Karti Chidambaram’s petition.
The petition challenges a December 23, 2025 order by a special CBI court that framed charges against Chidambaram for alleged criminal conspiracy and bribery related to irregularities in issuing visas to Chinese nationals in 2011. While charges were framed against other accused, Chetan Srivastava was acquitted.
According to the CBI, the case pertains to alleged violations of Home Ministry rules in 2011, involving misuse of visas for Chinese nationals. The agency alleged that approximately 250 Chinese workers employed in the construction of a power plant in Punjab were helped to reuse their visas beyond the permitted duration.
The allegations are linked to Talwandi Sabo Power Limited, a company associated with the Vedanta Group, which was executing a power project in Mansa, Punjab.
