
New Delhi, February 21: The Delhi Assembly Secretariat has summoned three officials, including the Punjab Police Chief, in connection with the controversial video involving opposition leader Atishi. The summons was issued on Saturday, requiring the officials to appear on February 27.
The notice mandates Gaurav Yadav, the Punjab Police Chief, along with Alok Shekhar, Additional Chief Secretary (Home-II) of Punjab, and Dhannpreet Kaur, the Commissioner of Police in Jalandhar, to attend a meeting of the Privileges Committee at the MLA Lounge-I of the Delhi Assembly at 3 PM.
This notice was issued under Rules 172 and 220 of the Delhi Assembly’s operational and procedural regulations. The case pertains to allegations of privilege violation and contempt related to comments made by Atishi against Sikh Gurus.
The summons warns that failure to comply may be interpreted as a breach of privilege or contempt of the House. Previously, the Punjab government defended the FIR registered in Jalandhar, stating that the video clip in question, which was allegedly doctored, cannot be considered property of the House. A letter from Kailash Gautam, Under Secretary of the Punjab Home Department, to the Assembly Secretary stated that the FIR filed by Jalandhar Police does not constitute a breach of privilege.
The Punjab government also asserted that the right to request documents related to an FIR registered in another state does not fall within the jurisdiction of any state assembly’s secretariat, especially when the matter does not pertain to the House’s proceedings.
Meanwhile, the Privileges Committee of the Delhi Assembly has recorded the responses sent by Punjab officials. The committee has requested a comprehensive opinion from the Advocate General of Punjab by February 27, 2026, to facilitate a thorough review of the matter.
On January 9, Jalandhar Police registered an FIR based on a complaint alleging that a “doctored” version of the video related to Atishi’s statements in the Delhi Assembly was circulated, deemed offensive towards Sikh Gurus.
Currently, the Privileges Committee is investigating the entire matter, including the conduct of the involved officials and the handling of the information requested by the Delhi Assembly Secretariat.
