Patna, August 19: The Bihar Police Headquarters has announced a significant initiative to strengthen law and order across the state. This includes the formation of district riot control units in all districts to effectively manage emergencies such as riots, violent protests, communal tensions, roadblocks, and attacks on government property. A detailed action plan was released by the police headquarters on Wednesday.
According to the police headquarters, riot control units will be established at both district and sub-divisional levels. These units will comprise an officer in charge, trained police personnel, female police officers, medical and ambulance support teams as needed, designated personnel for videography and documentation, communication and reserve forces, as well as constables equipped with batons. Each company will consist of three platoons, with a total of 47 personnel in each platoon, including tear gas teams, baton units, armed forces, drivers, and wireless operators. Additionally, two vehicles will be allocated to each platoon. In total, 49 riot control companies will be formed across the state, with plans to provide 294 vehicles for their operations.
The deployment of forces will be categorized into three tiers. Category ‘A’ will see Patna district receiving three companies and 18 vehicles. Districts such as Gaya, Rohtas, Muzaffarpur, Saran, Motihari, Bettiah, Darbhanga, Madhubani, Samastipur, Bhagalpur, and Begusarai will each receive two companies and 12 vehicles. Category ‘B’ includes Nalanda, Aurangabad, Nawada, Jehanabad, Bhojpur, Buxar, Kaimur, Vaishali, Sitamarhi, Siwan, Gopalganj, Saharsa, Supaul, Madhepura, Purnia, Katihar, Araria, Kishanganj, Banka, Munger, Jamui, and Khagaria, with one company and six vehicles allocated to each. Category ‘C’ will provide one platoon and two vehicles to Arwal, Shivhar, Bagaha, Lakhisarai, Sheikhpura, and Naugachia.
The police headquarters stated that upon receiving reports of riots or violent situations, the district control room will immediately disseminate information. The riot control unit will then be dispatched to the designated location within 20 minutes. Upon arrival, the team will coordinate with senior police officers to continuously assess the situation and ensure appropriate actions are taken as per regulations. Special training will also be provided to the riot control units.
A month-long specialized training program will be held at each district’s police center. Trainers will be selected from the ranks of police inspectors, sergeant majors, and deputy superintendents. These selected trainers will receive training at the Rapid Action Force Academy for Public Order in Meerut before training the chosen officers and personnel in their respective districts. Additionally, a one-week refresher course will be conducted for each platoon every three months.
The police headquarters clarified that senior police officers will oversee the deployment, training, equipment, and housing arrangements for the riot control units. Regional police inspectors general and deputy inspectors general will also monitor these efforts. The aim of this initiative is to enhance the police’s rapid response capability in any emergency law and order situation and to swiftly regain control over violent incidents.
