Bhartiya Udyog Vyapar Mandal Demands Uniform Mandi Cess, E-commerce Regulator, and GST Rationalisation

New Delhi, August 1, 2025: Ahead of its 44th Foundation Day celebrations on August 3, the Bhartiya Udyog Vyapar Mandal (BUVM) held a press conference in New Delhi today, urging the government to implement wide-ranging reforms to support ease of doing business—particularly for MSMEs and traders.

Simplified GST Structure Proposed

BUVM President Shri Babu Lal Gupta called for the rationalisation of GST into three tax slabs—0%, 5%, and 18%—to reduce compliance burdens. He said, “Multiple GST slabs are one of the biggest hurdles for MSMEs. A simplified structure will boost GDP growth.”

He proposed placing all food items under the 0% slab, while essentials like cleaning machines, LEDs, submersible pumps, stainless steel, bakery items, edible oils, handicrafts, and hotel rooms up to ₹1,000/day should fall under the 5% slab. All other goods would fall into the 18% slab category.

Call for Uniform Mandi Cess

Highlighting state-wise discrepancies, National Senior General Secretary Shri Mukund Mishra recommended a uniform Krishi Mandi Cess of 50 paise per ₹100 across all states. “This would promote fairness in agriculture trade and align with the government’s One Nation, One Market vision,” he said.

Annual FSSAI Testing for Small Businesses

BUVM Delhi President Shri Prem Arora demanded that FSSAI’s current rule mandating bi-annual sample testing be relaxed to once a year. “The six-month requirement imposes high costs and compliance risks on small businesses,” he said.

Demand for E-commerce Regulator

Recognising the fast growth of digital marketplaces, Senior General Secretary Shri Hemant Gupta advocated for a dedicated e-commerce regulator, similar to those for banking and insurance. “Unregulated platforms enable predatory pricing. No product should be sold below MRP,” he said, urging support for SMEs and local traders in line with the government’s Vocal for Local and Atmanirbhar Bharat visions.

Reform in MSME Definition and Subsidies

BUVM General Secretary Shri Rakesh Yadav stressed the need to revise MSME qualification norms based on trade nature. “Subsidy schemes must be adjusted based on realistic turnover to allow more businesses to benefit,” he said.

Tax Compliance Relief and TDS/TCS Withdrawal Suggested

The association also recommended reducing tax compliance costs and withdrawing TDS and TCS to relieve the burden on businesses.

Foundation Day on August 3

BUVM will celebrate its 44th Foundation Day on August 3, 2025, in New Delhi. Dignitaries expected to attend include Delhi Chief Minister Smt. Rekha Gupta, Union Minister of State for Law & Justice Shri Arjun Ram Meghwal, and Union MoS for Corporate Affairs and Road Transport Shri Harsh Malhotra.

The event will feature the Bhamashah Samman for exemplary business owners and a posthumous Lifetime Achievement Award honouring individuals who made notable contributions to BUVM’s mission.
