
Kolkata, April 6: A show cause notice has been issued to Sheikh Ansari Ahmed, the Additional District Magistrate (Law and Order) of Malda, following an incident where judicial officials were taken hostage on the night of April 1 in Kaliachak, West Bengal. Sheikh Ansari Ahmed, an Indian Administrative Service (IAS) officer, is accused of serious negligence in his duties.
The notice was issued by the District Magistrate’s office in Malda on April 4. It requires Ahmed to respond within seven days from the date of receipt. If he fails to respond in time, it will be assumed that he has accepted his mistake, leading to unilateral disciplinary action without further notice.
The notice clearly states that Ahmed had previously received strict instructions to closely monitor the situation in the district due to concerns over law and order. He was specifically directed to visit the Kaliachak area and maintain continuous contact with all relevant officials to ensure accurate ground-level information and prompt reporting of any escalating issues to higher authorities.
Now, Ahmed must respond to this negligence. The notice indicates that despite being present at the scene from 3:30 PM to 8:30 PM on April 1, he completely failed to fulfill his responsibilities. He allegedly did not timely inform senior officials about the seriousness of the situation.
According to the notice, there was no concrete information available to the higher administration during these five hours regarding the ground situation. This lack of communication resulted in delays in taking necessary actions, compromising the administration’s ability to manage the situation effectively.
The notice considers this negligence extremely serious, stating it represents a significant dereliction of duty and a breach of the trust placed in him as an officer. It also emphasizes that such behavior is not befitting an IAS officer. This negligence could have endangered public order and hampered the administration’s ability to perform its responsibilities properly.
Furthermore, the notice mentions that prima facie, this conduct violates Rule 3(1) of the All India Services Rules, 1968, which mandates every officer to maintain complete dedication and commitment to their duties. It is highlighted that such negligence is particularly serious when the officer is responsible for sensitive matters like law and order.
