Reason for Delay in Notification
Minister of State for Finance Pankaj Chaudhary told the Rajya Sabha on 12 August 2025 that the delay is due to ongoing consultations on the commission’s terms of reference. The Finance Ministry had sent letters to the Ministry of Defence, Ministry of Home Affairs, Department of Personnel and Training (DoPT), and all state governments in January and February 2025 seeking their suggestions. As responses are still being received, the notification will be issued only “in due course.”

The chairman and members of the commission will be appointed only after the notification is issued. While no fixed date has been announced, the minister confirmed that appointments will follow immediately after the notification.
