Lucknow, June 7: The Uttar Pradesh government is gearing up for the next phase of fundamental education reform. After enhancing foundational literacy and numeracy (FLN) for grades 1 to 3 through the Nipun Bharat Mission, the government is now rapidly expanding its reach to include grade 5.
New learning objectives and competencies are being established for subjects such as Hindi, English, Mathematics, and Environmental Studies (EVS). According to the action plan, these competencies and objectives will be finalized and submitted for approval by June 20.
Recently, this action plan was presented during a review meeting chaired by Partha Sarathi Sen Sharma, Additional Chief Secretary of Basic and Secondary Education. The meeting focused on the expansion of the Nipun Bharat Mission, the establishment of learning objectives for grades 3 to 5, the teacher consultation process, and the progress of implementation strategies. This framework is being developed to ensure a strong foundation for children’s learning, which is essential for quality education in the future.
It is believed that in alignment with this vision, the Yogi government is preparing a plan to expand the Nipun Bharat Mission, ensuring continuous improvement in learning outcomes for students in grades 3, 4, and 5. Under the leadership of Chief Minister Yogi Adityanath, the Nipun Bharat Mission has become a strong foundation for educational reform in Uttar Pradesh. Now, through Nipun 2.0, the government is ready to elevate foundational education reform to the next level. The expansion of the mission to grades 3 to 5 will strengthen learning continuity, enhance subject understanding, and accelerate learning outcomes in schools.
As part of the Nipun expansion program, mapping of competencies based on the National Curriculum Framework (NCF), assessments, and NCERT textbooks has been completed. This will allow for the establishment of subject-wise and grade-wise learning expectations, making the teaching process more outcome-oriented. The government’s goal is to ensure that students’ learning progress can be clearly measured and that the teaching process is aligned accordingly. Draft learning objectives for Hindi and Mathematics have already been prepared.
In the next phase, goals for English and EVS will also be finalized. These objectives will clearly define students’ learning achievements by grade, assisting teachers in academic planning and learning assessment.
To ensure that the Nipun 2.0 framework is practical and meets school requirements, active participation from teachers is being prioritized. A virtual consultation has already been held with 12 teachers. Additionally, a workshop will be organized with at least 10 teachers participating to verify and refine the proposed competencies and learning objectives.
A comprehensive stakeholder consultation process is also underway to ensure that the final framework aligns with the actual needs of schools. After finalizing competencies and learning objectives for grades 3 to 5, a Nipun Sankalp workshop will be conducted. This workshop will connect district and block-level educational leaders, teachers, and academic teams with the new framework and develop effective implementation strategies.
