
Washington, March 6: U.S. Deputy Secretary of State Sarah Rogers informed lawmakers during a parliamentary hearing that the United States is enhancing its public diplomacy efforts to combat disinformation and influence campaigns from countries like Iran and China. Additionally, the U.S. aims to clarify its foreign policy to global audiences.
In front of the House Foreign Affairs Committee, Rogers stated that public diplomacy remains a crucial tool for U.S. national security, especially amid rising geopolitical competition and ongoing military operations against Iran.
“As the President has stated, the U.S. is conducting military operations in Iran under Operation Epic Fury to eliminate threats posed to America, our forces, and our partners by the Iranian regime,” she said.
Rogers emphasized that the State Department’s immediate priority is the safety of American citizens and participants in exchange programs in the region.
“Our global public affairs communicators are ensuring that timely security guidance reaches all American citizens through social media and the Smart Traveler Enrollment Program,” she added.
Since the escalation of conflict, the department has already assisted thousands of Americans in leaving the region.
“Since February 28, the department has ensured the safe return of over 17,500 American citizens from the Middle East,” she noted.
Looking beyond the immediate crisis, Rogers stated that the administration is focusing on using diplomacy and strategic communication to counter disinformation and strengthen America’s positive image worldwide.
“Freedom of expression is one of America’s most celebrated liberties and our greatest strength,” she said.
Rogers highlighted that the U.S. actively advocates for freedom of expression internationally and opposes censorship efforts that could affect American citizens and companies. Washington is also enhancing its ability to counter the propaganda of its adversaries.
She told the committee, “We are clarifying America’s resolve, countering anti-American propaganda, and challenging foreign influence campaigns.” Rogers also mentioned two main pillars of U.S. public diplomacy.
“The first pillar is building long-term relationships through the Bureau of Educational and Cultural Affairs. We maintain a global network of exchange programs, English language initiatives, and cultural partnerships that connect us with millions of emerging leaders.”
She noted that programs like Fulbright, Gilman, and the International Visitor Leadership Program have helped foster relationships with future foreign leaders. The second pillar is related to global messaging and communication.
“The Bureau of Global Public Affairs shapes the global media narrative using every digital medium and reaches its key audiences. We are utilizing artificial intelligence and advanced analytics to identify emerging trends and measure effectiveness.”
Rogers mentioned that the department has implemented integrated branding guidelines to clearly associate ongoing U.S.-funded programs abroad with American leadership. A new integrated branding guideline focused on the American flag has been introduced.
Public diplomacy is also being used to advance broader foreign policy goals across various regions. “In the Western Hemisphere, we are contributing to the elimination of illegal immigration and disrupting international criminal organizations,” she said.
“In the Indo-Pacific region, we are highlighting American technological leadership, while in the Middle East and Africa, we are fostering partnerships that promote peace and economic opportunities.”
She described sports diplomacy as an emerging means to enhance U.S. engagement globally. Rogers stated, “We are promoting sports diplomacy through the USA Pavilion at the World Expo and partnerships with the NFL.”
She added that major global sporting events in the U.S. could also help enhance this outreach. The upcoming decade of sports, leading up to the FIFA World Cup and the Los Angeles Olympic Games, presents a unique opportunity to amplify U.S. influence.
“We are seizing this opportunity to celebrate American achievements on the global stage.”
