
Washington, April 15: The political landscape in the United States is heating up over a crucial work permit program for foreign students. Republican Senator Rick Scott has urged President Donald Trump to terminate the Optional Practical Training (OPT) program. He claims that this initiative negatively impacts job opportunities for American youth and poses a potential national security threat, particularly concerning China.
In a letter to President Trump, Senator Scott emphasized that the OPT program is an urgent issue that requires immediate attention. He accused the work permits granted to foreign students of not only reducing job opportunities for American graduates but also being subject to misuse. Specifically mentioning China, he referred to it as a “self-declared enemy” that could exploit this system.
Scott pointed out that the job market for young graduates in the U.S. has deteriorated. Previously, the unemployment rate for new graduates was lower than that of the general population, but this trend has reversed since 2020. The situation is particularly alarming in the STEM (Science, Technology, Engineering, and Mathematics) fields. According to him, the unemployment rate for computer engineering graduates is nearly double the national average, while computer science graduates face a 50% higher rate.
Senator Scott asserted that the OPT program exacerbates this issue. Currently, over 500,000 visa holders are utilizing OPT work permits, allowing them to work in the U.S. after graduation and compete with American youth for jobs.
Raising concerns about national security, Senator Scott noted that this system could be used for espionage and the transfer of sensitive technology. He revealed that around 33,000 Chinese nationals are working in the U.S. under the STEM OPT program, many of whom are employed at universities and major tech companies, granting them access to critical technological information.
Additionally, Senator Scott stated that the OPT program lacks a clear legal foundation and was established solely through regulations. He also accused the STEM OPT extension of being a way to circumvent H-1B visa limits.
Scott welcomed the Trump administration’s move to consider changes to this program, expressing hope that it would ensure the protection of American jobs and families.
