Washington, March 20: The United States is increasing pressure on Europe to take on greater defense responsibilities while maintaining a robust military presence on the continent. This strategic shift will have direct implications for India, as Washington is now focusing more on China and the Indo-Pacific region.
During a hearing of the House Armed Services Committee, U.S. lawmakers and defense officials emphasized that NATO remains a central part of American strategy, even as Washington urges its allies to boost defense spending and take on more responsibilities.
Chairman Mike Rogers warned against any premature reduction of U.S. forces in Europe, stating that such a move could weaken resistance against Russia. He remarked, “Withdrawing troops prematurely would create a dangerous deterrent gap and invite further aggression from Russia.”
As the war in Ukraine drags on, officials acknowledge that despite significant losses, Russia still retains considerable military capability. For India, which maintains relations with both Moscow and Western nations, the economic and strategic impacts of this prolonged conflict could be significant.
U.S. European Command Commander General Alexus Grynkewich noted that American forces in Europe are crucial not only for NATO but also for operations beyond the region. He told lawmakers, “Without our forces in Europe, we wouldn’t have the bases to project our power in the Middle East.”
He also mentioned that European nations are increasing their defense spending, but warned that building real capability will take time. Highlighting delays in production and industrial capacity, he stated, “I believe they will be able to take on most responsibilities by 2035.”
The Pentagon is now focusing on recalibrating NATO responsibilities. Assistant Secretary of Defense Daniel Zimmerman affirmed that the U.S. is fully committed to the alliance but expects Europe to take the lead in traditional defense matters. He described this approach as “peace through strength,” which includes a greater sharing of responsibilities.
During the hearing, officials indicated that a stronger European defense posture would allow the U.S. to redirect its resources toward the Indo-Pacific region, a critical area concerning India’s own security concerns.
Additionally, lawmakers from all parties stressed that the presence of U.S. troops in Europe serves as a strong foundation for global operations, including missions in the Middle East and Africa. Grynkewich stated that Europe acts as a platform to showcase “America’s combat power,” supported by a network of bases and access to allied nations.
Concerns were also raised during the hearing about the growing coordination among U.S. adversaries, including Russia, China, Iran, and North Korea. Grynkewich warned that such cooperation is increasing risks in various domains and necessitates a unified response.
