Telanganas Welfare Model Sets a Benchmark at National Retreat

Hyderabad, April 26: Welfare Minister Adaluri Lakshman Kumar stated on Sunday that Telangana’s comprehensive and visionary welfare model has set a benchmark for other states at the Chintan Shivir-2026. He made these remarks while addressing the retreat organized by the Ministry of Social Justice and Empowerment in Chandigarh.

Ministers and senior officials from across the country gathered to discuss key issues related to social justice, effective implementation of welfare schemes, and the overall development of Scheduled Castes (SC), Scheduled Tribes (ST), Backward Classes (BC), persons with disabilities, senior citizens, and transgender individuals.

Minister Lakshman Kumar emphasized that under the leadership of Chief Minister A. Revanth Reddy, Telangana is adopting a governance model based on equality, empowerment, and dignity.

He stressed the need to enhance coordination between the central and state governments to promote social justice. The minister advocated for the widespread adoption of digital governance tools to ensure transparency and speed in the distribution of welfare schemes.

Describing the retreat as a valuable platform for policy convergence and the exchange of best practices, he noted that Telangana views welfare not merely as expenditure but as a long-term investment in human development.

He reiterated the state’s commitment to ensuring that every citizen lives with dignity, every youth has opportunities, and every family progresses with confidence.

According to an official release, he mentioned that renaming the Social Welfare Department to the Scheduled Caste Development Department reflects the state’s focused approach towards the upliftment of Dalits.

Highlighting education as a key driver of social change, Lakshman Kumar stated that the state has spent ₹574.74 crore on post-matric scholarships, benefiting 3.3 million students, and ₹66.31 crore on pre-matric scholarships, aiding 73,666 students.

Under the Dr. B.R. Ambedkar Foreign Education Fund, ₹103.49 crore has been allocated to assist 564 students pursuing higher education abroad. Additionally, ₹24.53 crore has been invested in Scheduled Tribe study circles, helping 2,426 candidates receive coaching for competitive exams, including civil services.

The government has allocated ₹628.42 crore for Scheduled Tribe hostels, providing free housing, food, and related facilities to 226,000 students.

Under the Kalyana Lakshmi scheme, financial assistance of ₹476.15 crore has been provided to 47,539 beneficiaries, alleviating the burden of marriage-related expenses.

Economically weaker sections are also being supported. Furthermore, to promote social unity, incentives totaling ₹43.06 crore have been given to 1,723 inter-caste couples.

He reported that Telangana has spent ₹31,763.63 crore under the SC sub-scheme (SCSDF Act) since December 2023, with a budget allocation of ₹40,231.62 crore for 2025-26.
