Satellite Towns to Boost Gujarat’s Vision for Developed Gujarat 2047

Gandhinagar, 2 January: To achieve the goal of a developed India by 2047 and accelerate the comprehensive development of all states, Prime Minister Narendra Modi has presented a vision to fast-track the strategic development of Tier-2 and Tier-3 cities. In line with this vision, under the leadership of Chief Minister Bhupendra Patel, the Gujarat government has decided to develop five satellite towns by October 2025.

As part of implementing this decision, urban planners have been invited to prepare master plans for these towns. The process of appointing urban planners through tenders has commenced. By 2030, the plan is to develop metropolitan-level facilities in these towns to make them economically strong, thereby reducing the pressure on larger cities.

In 2025, to realise the mantra of ‘Earning Well-Living Well’ in urban development, the state government decided to develop Sanand near Ahmedabad, Savli near Vadodara, Kalol near Gandhinagar, Bardoli near Surat, and Hirasar near Rajkot as satellite towns. The government has invited nationally and internationally experienced urban planners to prepare the master plans. Consultants will be appointed within the next two months and are expected to submit the master plans within one year.

A satellite town is one located near a larger city or metropolis, reachable within an hour. The aim is to identify such towns and turn them into hubs of economic activity. This will ease the burden on big cities and open employment opportunities in these towns. World-class infrastructure and citizen-centric facilities will be developed in these areas.

Initially, the government has selected Sanand, Savli, Kalol, Bardoli, and Hirasar as satellite towns. These five towns will receive master town planning along with development of facilities related to transportation, industry, tourism, education, and healthcare.

Satellite towns will feature state-of-the-art infrastructure, well-organised public transport including electric bus services, high-quality infrastructure for water supply and waste management, ring roads, urban forest parks, beautiful lakes, model fire stations, and mixed-use infrastructure combining offices, homes, and shops in close proximity. To ensure swift commencement and monitoring of these projects, an approval and oversight committee has been formed.

Presenting the vision for urban development, Prime Minister Modi said, “Urban areas are the growth centres of the country. For building a developed India, cities must become centres of economic activity. Targets should be set to focus on new production and quality work to drive development. Currently, over two lakh startups are active in the country, most of which are located in Tier-2 and Tier-3 cities. Many of these startups are led by women. Moreover, children in these towns are excelling not only in education but also in various other activities. Therefore, these smaller cities have significant potential for development.”
