Review of RIDF Projects: Chief Secretary Discusses Borrowing Power Enhancement

Lucknow, March 16: A high-powered committee meeting was held on Monday to review projects funded by the Rural Infrastructure Development Fund (RIDF) of NABARD, aimed at accelerating rural infrastructure development in Uttar Pradesh. The meeting, chaired by Chief Secretary S.P. Goyal, assessed the progress of ongoing projects for the financial year 2025-26.

The Chief Secretary expressed satisfaction with the progress made since the fourth review meeting. He indicated that if necessary, the state’s borrowing power for the current financial year could be increased. Emphasizing better coordination between NABARD and the implementing departments, he instructed that project approvals, reimbursement claims, and Project Completion Certificates (PCC) be sent to NABARD in a timely manner to avoid delays in project implementation. The meeting also reviewed a model proposal for veterinary hospitals under RIDF, presented by the Animal Husbandry Department.

The Chief Secretary directed that this proposal be prepared quickly and sent to NABARD for approval to strengthen veterinary services in rural areas. Additionally, a detailed review of ‘Projects Yet to be Grounded’ (PYG) and ‘Slow Moving Projects’ (SMP) was conducted.

He instructed the relevant departments to provide NABARD with comprehensive details of these projects for regular monitoring of their progress. He also advised all departments and NABARD to enhance collaboration and work together on various action points. Prior to the meeting, NABARD’s Chief General Manager Pankaj Kumar reported that new projects worth ₹2419 crores have been approved under RIDF-XXXI for various departments in the current financial year.

In comparison to a distribution target of ₹2700 crores, ₹2713 crores have already been distributed to various implementing departments. He noted that efforts are being made to distribute up to ₹3100 crores to the state government by March 31, 2026. This funding will be utilized for infrastructure development in rural areas, expected to bolster agriculture, animal husbandry, and the rural economy.
