Ranchi, May 19: Allegations of sexual abuse involving a female inmate at the Birsa Munda Central Jail in Hotwar, Ranchi, have sparked significant political unrest. The claims, which include accusations of the inmate being pregnant, have prompted a flurry of activity within Jharkhand’s political and administrative circles. The Jharkhand Democratic Revolutionary Front (JLRF) submitted a memorandum to the Governor on Tuesday, demanding a high-level investigation and action regarding the matter.
In response, the Jharkhand State Legal Services Authority (JHALSA) and district administration have initiated their own inquiries into the allegations. The issue first came to light three days ago when Leader of the Opposition Babulal Marandi wrote to Chief Minister Hemant Soren, urging an investigation into the alleged complicity of the jail superintendent and other officials.
The Jharkhand BJP has labeled the situation as highly sensitive, calling for a judicial inquiry by a sitting High Court judge and the immediate suspension of the jail’s Inspector General and superintendent.
Meanwhile, a special team from the District Legal Services Authority (DLSA), under JHALSA’s direction, has visited the jail to record the victim’s statement. In contrast, Jail Superintendent Kumar Chandrashekhar has vehemently denied all allegations, claiming that the woman is a drug addict and threatening to implicate officials due to her dissatisfaction with the lack of mobile access and VIP facilities in jail.
The jail administration asserts that a medical examination conducted by a female doctor returned a negative pregnancy report. According to the DLSA team, they will soon submit their findings to JHALSA’s Executive Chairman, Justice S.N. Prasad. An administrative inquiry committee, comprising officials at the ADM (Law and Order) and SDM levels, has also commenced its investigation, as directed by Ranchi’s Deputy Commissioner (DC) Manjunath Bhajantri.
The memorandum presented by the JLRF to the Governor highlights that if the allegations of abuse against the female inmate are true, it raises serious questions about the jail administration, security measures, and the dignity of women. The occurrence of such an incident in a high-security facility is deeply concerning, and a fair investigation with strict action against the guilty parties is imperative.
