PM Modi Expresses Confidence in Parliamentary Dialogue: Speaker Om Birla

New Delhi, March 15: Lok Sabha Speaker Om Birla has emphasized Prime Minister Modi’s deep commitment to the fundamental nature of Parliament, which is dialogue, reasoning, and discussion. In a letter addressed to the Speaker, PM Modi noted that the no-confidence motion against him was rejected by the Lok Sabha. He congratulated the members of the House for clearly dismissing this political maneuver.

Sharing PM Modi’s letter on the social media platform X, Speaker Om Birla stated that the Prime Minister has always shown unwavering faith in the rules, procedures, and traditions of India’s parliamentary democracy. The letter reflects the highest ethical values of public service that PM Modi has embodied throughout his long public life, both as the current Prime Minister and as the former Chief Minister of Gujarat.

PM Modi has consistently upheld the essential nature of Parliament, valuing every voice raised as a representation of millions of Indian citizens. He prioritizes parliamentary proceedings and strives to address every issue raised in the House. His message transcends party lines, inspiring all representatives in Parliament, state legislatures, and local bodies, thereby reinforcing the strong moral foundation of democracy established by our freedom fighters and members of the Constituent Assembly.

In his letter, PM Modi reiterated that the no-confidence motion against him was rejected by the Lok Sabha, and he congratulated the members for rejecting this political act. He noted that he listened carefully to the statement made by the Speaker following the motion’s failure. The balance, patience, and clarity with which the Speaker addressed parliamentary history, the responsibilities of the Chair, and the supremacy of rules were highly impressive.

He commended the Speaker for not just responding to the moment but for providing a profound and well-articulated interpretation of Indian parliamentary tradition and democratic decorum.

PM Modi highlighted that the greatest strength of Indian democracy lies in its constitutional institutions, with Parliament being the supreme platform. Every voice expressed in this House represents the hopes and expectations of millions of citizens. Thus, the responsibility of the Lok Sabha Speaker is not merely to conduct proceedings but also to safeguard democratic traditions, rules, and institutional dignity. Disagreements are natural in a democracy. The diversity of opinions keeps democracy vibrant. However, it is equally true that there is a clear distinction between dissent and disrespect. It is concerning that sometimes political disagreements appear to devolve into disrespect for parliamentary decorum. Such moments test the person in the Chair. The Speaker’s composure, balance, and impartiality in facing these circumstances are commendable.

Every citizen who believes in democratic ideals has felt that the no-confidence motion against the Speaker was driven by personal interests and ego. This situation has saddened everyone who values democracy. This is not the first time the Chair has faced such circumstances.

When Sumitra Mahajan held this position, we also witnessed members behaving in ways that did not align with the dignity expected of all members of the House. Even then, there were many instances of unnecessary bitterness and disrespect towards the Chair. It is unfortunate that such tendencies are still evident today. This behavior does not only target an individual; it affects the dignity of the institution that symbolizes our entire democracy.

The fundamental nature of Parliament is dialogue, reasoning, and discussion. Every idea should have the opportunity for expression. Throughout his tenure, the Speaker has consistently worked to ensure that as many MPs as possible have the chance to speak in the House. Providing opportunities for young MPs, first-time elected representatives, and women MPs to express themselves broadens democracy.

The nation is saddened to see that some individuals with dynastic and feudal mindsets wish to confine democratic institutions within their limited scope. They find it difficult to accept new individuals stepping forward. They also resist allowing other representatives, especially new and young MPs, to speak and advance equally. This mindset contradicts the spirit of democracy.

Democracy means that opportunities should not be limited to a few but should allow voices from all sections of society. The Speaker has continuously expanded this spirit during his presidency. Even in adverse circumstances, the way he has fulfilled his duties is truly inspiring.

I am also pleased that amidst such significant national responsibilities, he has never neglected the interests of his constituents. Recently, during the groundbreaking ceremony for the airport project in Kota, we saw his unwavering commitment to the development of his region. The balance he has maintained between national responsibilities and accountability to his parliamentary constituency reflects his deep commitment as a representative.

I am confident that he will continue to conduct the Lok Sabha with the same dedication, patience, and impartiality. Maintaining and strengthening the prestige of democratic institutions is a shared responsibility for all of us. The dignity and dedication with which he fulfills this responsibility will undoubtedly further strengthen our parliamentary democracy.
