
New Delhi, April 21: In a significant move against terrorism, a special court of the National Investigation Agency (NIA) has sentenced the third accused in the high-profile Shivamogga ISIS conspiracy case from 2022. The Bengaluru-based NIA court has handed down a six-year rigorous imprisonment sentence to the accused, Arafat Ali.
Previously, in November 2025, two other accused in the same case were also sentenced to six years each. So far, three individuals have been convicted in this case, while trials for the remaining accused are ongoing.
According to the investigation agency, Arafat Ali fled the country to avoid arrest in January 2020. He was later apprehended by the NIA at Indira Gandhi International Airport in New Delhi in September 2023. The NIA’s investigation revealed that Arafat Ali was an active member of the banned terrorist organization ISIS. He was involved in spreading the group’s violent ideology in India. The agency noted that he was responsible for radicalizing youth and recruiting them into the Shivamogga ISIS module.
The investigation also uncovered that the accused incited other individuals to write provocative graffiti in support of ISIS and other terrorist organizations, such as Lashkar-e-Taiba, in Mangaluru. The conspiracy aimed to create animosity among people of different religions and incite violence and unrest in society.
The NIA found that Arafat Ali was in contact with an online ISIS handler. He received terrorist funding through cryptocurrency and distributed it among other accused to promote terrorist activities.
This case was registered by the Karnataka police in September 2022. The initial investigation led to the arrest of two individuals. Subsequently, the NIA took over the case and arrested ten more accused. The agency has filed a chargesheet against a total of twelve accused in this matter. Of these, three have already been sentenced, while hearings for the remaining nine accused are ongoing.
