New Delhi, August 22: The National Human Rights Commission (NHRC) has taken cognizance of allegations against the wife of Punjab Chief Minister Bhagwant Mann. She is accused of demanding ₹5 crore to suppress a rape case. The complaint was filed by former Punjab High Court judge Justice Ranjit Singh.
The NHRC bench, led by member Priyank Kanungo, has invoked Section 12 of the Human Rights Protection Act, 1993, to address this matter. The registry has been directed to issue notices to the Chief Secretary of Punjab (Chandigarh) and the Director General of Police (DGP) of Punjab. They are instructed to investigate the allegations and submit a report on the actions taken within two weeks for the commission’s review.
The NHRC notice states, “The Human Rights Protection Act (PHR Act), 1993, has entrusted the National Human Rights Commission with the responsibility to protect and promote the rights of all citizens. Additionally, under Section 13 of the PHR Act-1993, it has been granted powers akin to that of a civil court for investigations.”
The notice cites the complainant, who claims, “A retired judge publicly stated that ₹5 crore was demanded in a rape case involving the wife of the Punjab Chief Minister. The complaint filed by the ‘Legal Rights Observatory’ expresses concern that such interference could affect the victim’s dignity, safety, fair investigation, and right to justice. It demands an independent investigation into the allegations, preservation of evidence, and a fair inquiry into any attempts to undermine or influence the investigation.”
The complaint further emphasizes that the victim’s right to justice should supersede any influence, status, or position. The allegations appear to violate the victim’s human rights at first glance.
The commission has also forwarded this case to the Women’s Safety Division of the Ministry of Home Affairs, Government of India. The NHRC will take further action based on the report of the actions taken.
