
Mumbai, August 18: The office of the Chief Electoral Officer (CEO) of Maharashtra announced on Tuesday that after the completion of the first phase of the Special Intensive Revision (SIR) 2026, approximately 2.07 crore voters may be excluded from the upcoming draft electoral roll. This figure represents about 21.15 percent of the state’s total voters.
From June 30 to August 17, 2026, a door-to-door verification campaign was conducted, during which Booth Level Officers (BLOs) verified voters across all assembly constituencies. Maharashtra has a total of 9.78 crore registered voters, of which 7.71 crore (78.85 percent) submitted signed enumeration forms. The remaining 2.07 crore voters have been categorized under ‘Uncollectable Enumeration Forms’.
The CEO’s office has classified these 2.07 crore voters into the ASDD category (Absent, Shifted, Deceased, and Duplicate). Among them, 76.80 lakh (7.85 percent) have permanently moved, 75.52 lakh (7.72 percent) were absent or not found during verification, 34.81 lakh (3.56 percent) are deceased, and 17.63 lakh (1.80 percent) were found to be duplicates or registered elsewhere. Additionally, 2.23 lakh (0.23 percent) fall into other categories.
The highest number of potentially excluded voters comes from Pune with 28.70 lakh, followed by Thane with 28.61 lakh, Mumbai Suburban district with 26.63 lakh, Nagpur with 14.44 lakh, Nashik with 10.29 lakh, and Mumbai city with 9.52 lakh voters.
To maintain transparency, the district administration uploaded the list of potentially excluded voters on the websites of district collectors four days before the campaign’s conclusion. This allowed recognized political parties to verify information through their Booth Level Agents (BLAs).
BLOs were instructed to verify feedback received from political parties and provide eligible voters with the opportunity to submit forms for the final electoral roll.
The draft electoral roll will be published on August 24, 2026. Citizens can file claims and objections until September 23, 2026. The final electoral roll is set to be published on October 27, 2026.
The CEO’s office stated that citizens whose names are not on the list or who will turn 18 by October 1, 2026, can apply to add their names to the voter list by filling out Form-6 with the necessary documents. Similarly, requests to remove incorrect or invalid names can be made using Form-7, while Form-8 can be used to amend names, addresses, or other details.
The electoral office has warned that individuals should not provide false information when applying. Under Section 31 of the Representation of the People Act, 1950, providing false information can result in up to one year of imprisonment, a fine, or both.
Maharashtra’s final voter list will be released on October 27, 2026.
