New Delhi, August 9: The central government has allocated a total of ₹1,178.20 crore for the Scheduled Caste (SC) students of Karnataka under the centrally sponsored Post-Matric Scholarship Scheme over the past three financial years.
In a written response to a question in the Rajya Sabha, Minister of State for Social Justice and Empowerment Ramdas Athawale stated that the central share released for SC students in Karnataka was ₹421.08 crore for 2023-24, ₹422.90 crore for 2024-25, and ₹334.22 crore for 2025-26. The total amount disbursed across these three financial years is ₹1,178.20 crore.
The Post-Matric Scholarship Scheme for SC students is implemented as a centrally sponsored initiative through the Department of Social Justice and Empowerment, state governments, and the administrations of Union Territories. This scheme has been operational since 2021-22 via the Direct Benefit Transfer (DBT) mode.
The release of the central share of scholarships under this scheme depends on the verification of final payment data shared by state governments and Union Territories on the National Scholarship Portal. The scheme is open and demand-driven for all eligible students enrolled in recognized institutions across India.
Regarding the Development Action Plan for Scheduled Castes (DAPSC), the government noted that the NITI Aayog issued guidelines in 2017 for fund allocation under DAPSC. According to these guidelines, each relevant ministry or department allocates funds for the socio-economic development of Scheduled Castes through their respective schemes.
These schemes are implemented by the respective ministries or departments, while states and Union Territories, including Karnataka, receive fund allocations based on the guidelines of their respective ministries or departments. The allocated funds are reflected in Statement 10A of the central budget expenditure details.
The government mentioned the implementation of scholarship assistance for eligible SC students in Karnataka through a demand-based mechanism and a Direct Benefit Transfer-based delivery system.
