
Chandigarh, June 23: Under the leadership of Chief Minister Nayab Singh Saini, the Haryana Cabinet approved the ‘Model Online Transfer Policy’ (MOTP) and the ‘Teachers Transfer Policy’ (TTP) on Monday. The aim is to enhance the utilization of human resources, increase employee satisfaction, improve administrative efficiency, and strengthen public service delivery.
Under the new policy, employee rankings for transfers will be determined by a new 120-point scoring system. The weightage given to age has been reduced from 75% to 25%.
A new criterion, “Experience in Cadre,” has been introduced with a weightage of 25%, while the weightage for special reasons has been increased from 25% to 50% to better address the challenges faced by employees in genuine need.
The list of recognized serious illnesses now includes muscular dystrophy, Behçet’s disease, and specific organ transplants (such as pancreas and bone marrow transplants). Importantly, no employee or teacher can be transferred within one year of retirement without their explicit written consent.
The Cabinet also approved directives regarding colonies under the Yamuna Nagar and Jagadhri municipal councils, whose buildings were regularized in 1996. This issue arose in 2021-22 when the Urban Local Bodies Department launched an online ‘No Dues Certificate’ portal linked to GIS-mapped property data.
Colonies regularized before 2005 lacked proper layout plans and ‘khasra’ information, making accurate mapping impossible. Consequently, vacant or unmapped plots automatically fell into the “unauthorized” category.
Additionally, the Cabinet approved the implementation of the Haryana State Women’s Commission (Amendment) Ordinance, 2026. This amendment increases the number of non-government members in Section 3(2)(b) of the Haryana State Women’s Commission Act, 2012, from five to seven.
