Mumbai, April 21: Congress MP Amarinder Singh Raja Warring, representing the Ludhiana constituency, has issued a legal notice to the OTT platform regarding the upcoming documentary series ‘Lawrence of Punjab.’
On Tuesday, the MP cited violations of the Information Technology Act, 2000, specifically the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, in his notice, requesting a halt to the series’ broadcast.
The web series reportedly focuses on the life and activities of notorious gangster Lawrence Bishnoi, who is currently facing multiple serious criminal cases in competent courts. Warring expressed concerns that the series would glorify a criminal and promote illegal activities. He warned that dramatizing the life of a well-known criminal poses a real threat of legitimizing criminal behavior, leading to undue notoriety and social acceptance, while also creating distorted incentives and aspirational values around crime, ultimately undermining the deterrent effect of criminal law.
He further pointed out that Punjab is currently grappling with the influence of organized gangs and the potential criminalization of youth. In such a sensitive environment, a prominent portrayal of a real gangster could encourage emulation and hero-worship. This type of content could significantly heighten law and order concerns, with a risk of copycat incidents and provocation among gangs. It is well-established that where there is a reasonable relationship between expression and public disorder, preventive action is warranted.
Citing Article 19(2) of the Indian Constitution, he noted that while freedom of expression is a fundamental right, it is not absolute and can be subject to reasonable restrictions based on the nature and subject matter of the expression. He concluded that content that tends to encourage or legitimize criminal behavior, especially in a volatile social context, clearly falls within the scope of permissible restrictions.
