
Patna, March 30: The Congress party has initiated a significant organizational restructuring in Bihar by appointing new presidents for district Congress committees across 53 organizational districts. This move aims to strengthen the party following its underwhelming performance in the 2025 assembly elections.
After the party’s disappointing results, where it won only six out of 61 contested seats, the new appointments are part of the party’s ‘Organization Creation Campaign’ designed to bolster its structure. Congress President Mallikarjun Kharge approved the proposal to reorganize the districts and appoint new District Congress Committee (DCC) presidents promptly.
The restructuring process involved AICC observers conducting district-level reviews, engaging with party workers and stakeholders, and submitting detailed reports. Senior leadership then held discussions with the observers to finalize the decisions.
The need for this restructuring was underscored by the party’s recent electoral challenges. In the 2020 elections, Congress managed to secure only 19 out of 70 seats, reflecting a trend of declining influence. Additionally, internal challenges have surfaced, such as cross-voting by several Congress MLAs during the February 2024 Bihar floor test. In the 2026 Rajya Sabha elections, three out of six Congress MLAs were absent during voting, contributing to the defeat of RJD’s Amarendra Dhari Singh by BJP’s Shivesh Kumar Ram.
In response to these issues, party leadership has decided to strengthen the organization at the district level. According to a list from Congress General Secretary K.C. Venugopal’s office, new DCC presidents have been appointed in various districts. Key appointments include Mohammad Masoom Raza (Araria), Mohammad Kaif (Arwal), Anand Shankar Singh (Aurangabad), Jitendra Singh (Banka), Shiv Prakash Garibdas (Begusarai), Praveen Singh Kushwaha (Bhagalpur), Dr. Shridhar Tiwari (Bhojpur), Pankaj Kumar Upadhyay (Buxar), Mithilesh Chaudhary (Darbhanga Rural), Dr. Jamal Hasan (Darbhanga Urban), Santosh Kumar (Sherghati-Bodhgaya), Rajneesh Kumar (Gaya), and Om Prakash Garg (Gopalganj).
