Guwahati, March 29: Congress President Mallikarjun Kharge participated in an election rally in Assam’s Naoboicha assembly constituency on Sunday. He introduced a five-point ‘guarantee’ plan and harshly criticized both the state and central BJP governments.
Kharge campaigned for the Naoboicha assembly seat, accompanied by former Chhattisgarh Chief Minister Bhupesh Baghel, senior Jharkhand leader Bandhu Tirkey, Gaurav Gogoi, and other party leaders.
He announced that if Congress comes to power, women will receive ₹9,000 per month, along with ₹50,000 in financial assistance to start businesses. Additionally, each family will be provided with ₹25 lakh in insurance coverage, land rights for 10 lakh tribal ‘Bhumiputras,’ and monthly financial aid of ₹1,250 for families.
Kharge also promised that justice in the Jubeen Garg case would be delivered within 100 days if Congress is elected.
Bhupesh Baghel, Bandhu Tirkey, and Gaurav Gogoi also targeted the BJP, stating that the party has neglected Assam’s rural economy, rising unemployment, and land-related issues.
Bandhu Tirkey was present in Naoboicha to strengthen Congress’s support among local tribal communities.
The Naoboicha assembly constituency, located in Assam’s Lakhimpur district, falls under the Lakhimpur Lok Sabha constituency and is considered politically significant. Following the latest delimitation in 2023, this seat has been reserved for Scheduled Castes, potentially altering regional dynamics in the upcoming 2026 assembly elections.
In the 2021 Assam assembly elections, Congress’s senior leader Bharat Chandra Narah defeated independent candidate Ajizur Rahman by a margin of 3,613 votes, indicating that Congress still maintains a strong grassroots presence in Naoboicha.
For the 2026 elections, Congress’s Dr. Joy Prakash Das, AAP’s Achyut Das, and AGP’s Basanta Das are the main candidates.
