
Lucknow, April 1: Chief Minister Yogi Adityanath has issued directives to enhance the capacity of district-level OTD (One Trillion Dollar) cells to accelerate the goal of establishing a $1 trillion economy.
During a high-level meeting on Tuesday, he emphasized that economic development at the district level should be evidence-based and results-oriented, similar to the Aspirational Block and Urban Local Body programs.
The Chief Minister instructed that the economic and data analysis capabilities of the district OTD cells be strengthened. He proposed the deployment of two specialists in each district: an economic development expert and a data analyst, designated as OTD CM fellows.
Yogi stressed the importance of these experts conducting evidence-based analyses of local resources, investment opportunities, and economic potentials. They will also aid in formulating district-centric development strategies for the OTD cells.
Furthermore, he directed that monthly progress reports on economic activities conducted by the OTD CM fellows be uploaded online. Quarterly progress reports and presentations at the principal secretary/secretary level should also be ensured. Suggestions for promoting economic activities should be compiled into reports and submitted to the district OTD cells, with regular analysis of local data to track development trends presented in meetings.
Discussing the selection criteria for OTD CM fellows, the Chief Minister highlighted the need for high educational qualifications and technical expertise. The planning department indicated that a postgraduate degree in economics, applied economics, econometrics, finance, or data science, or an MBA, could be required for the economic development expert role.
For data analysts, a postgraduate degree in statistics, applied statistics, econometrics, business analytics, or data science, or an MBA, could be set as qualifications. The Chief Minister noted that this initiative should strengthen data-driven decision-making at the district level, accelerating investment promotion, job creation, and local economic development.
