Bihar Engineer Under Investigation for Alleged Disproportionate Assets
Bihars Executive Engineer faces scrutiny for holding assets 88% above his declared income, with searches revealing significant cash and property.

Patna, October 15 (Daily Kiran) : The Bihar Vigilance Investigation Bureau launched a search operation on Thursday at the residences of Executive Engineer Chandra Shekhar Singh, targeting allegations of acquiring disproportionate assets. The searches took place in Patna, Katihar, and Saran, revealing cash amounting to ₹5.70 lakh, along with gold and silver jewelry, land documents, and papers related to investments in banks, shares, and LIC.
The value of the seized jewelry is currently being assessed, while the investigation into other documents continues. According to the Vigilance Bureau, an FIR has been filed against Singh under the Prevention of Corruption Act, 1988 (amended 2018), citing case number 121/26 dated October 13, 2026. He is accused of possessing assets worth ₹1 crore 10 lakh 96 thousand 883 beyond his known income.
During the investigation, authorities uncovered 14 immovable properties registered under Singh, his wife Shweta Kumari, and family members, with a total estimated value of ₹1 crore 79 lakh 41 thousand 883. Additionally, five movable assets were valued at ₹16 lakh 55 thousand. The Vigilance Bureau noted that these assets exceed Singh’s known income by approximately 88%.
Three teams from the bureau conducted simultaneous searches based on a warrant from the Special Vigilance Court in Patna. Among the findings were documents for land purchased in 2021 in a high-priced commercial area of Siliguri. The agency reported the recovery of ten deeds related to 92 decimals of land acquired in Shweta Kumari’s name.
It is alleged that Singh failed to disclose these assets in his annual property returns while he served as an Assistant Engineer in Farbisganj. Additional findings included details on a three-bedroom flat in Patna and a two-bedroom flat at his ancestral home in Katihar. The investigation is also looking into his bank accounts and investment documents.
Chandra Shekhar Singh has held various positions since 2014, serving as an Assistant Engineer in locations such as Banka, Bayasi, and Farbisganj. He later worked as an Executive Engineer in Kishanganj-2 and has been in charge of the Quality Control Division in Chapra since June 2026. The Vigilance Bureau has confirmed that searches and investigations are ongoing.
