New Delhi — In a move to boost transparency, privacy, and accountability in tax administration, the Government of India has introduced new rules regarding PAN card issuance. Under the latest directive from the Central Board of Direct Taxes (CBDT), it will now be mandatory to provide an Aadhaar card to apply for a new PAN card.
The new rule comes into effect on July 1, 2025, and will apply to all PAN card applications submitted through the Income Tax Department’s online portal.
What Has Changed?
Until now, applicants could use a variety of documents — such as a birth certificate or voter ID — to apply for a PAN card. But from July 1, 2025 onward, an Aadhaar card will be required to proceed with any new PAN card application.
According to senior officials, this change is part of India’s broader digitisation and accountability campaign aimed at strengthening tax filing integrity and reducing fraudulent practices. Aadhaar-based verification will help streamline PAN issuance and improve data accuracy across systems.
Why Link PAN and Aadhaar?
Currently, the government is also pushing existing PAN cardholders to link their PAN with Aadhaar. If this is not done, it could result in disruptions across various services such as:
Filing income tax returns
Bank transactions
Stock market investments
Property registrations
The deadline to link your existing PAN with Aadhaar is December 31, 2025 — and for now, this can be done without any penalty.
