
Mumbai, March 12: The All India Defence Employees Federation (AIDEF) has submitted significant recommendations to the 8th Central Pay Commission for central government employees. In a response to the commission’s chairperson, Justice Ranjana Prakash Desai, the organization has outlined a total of 17 demands.
One of the primary requests is to revise the calculation method for the Dearness Allowance (DA). AIDEF argues that the current system does not accurately reflect the real impact of inflation on employees.
Details of the Proposal
Currently, the DA for central government employees is determined based on the average of the All India Consumer Price Index for Industrial Workers (AICPI-IW) over the past 12 months. This index, prepared by the Labour Bureau, includes prices of essential items like vegetables, fruits, clothing, and daily necessities. DA adjustments are made biannually based on this index.
However, AIDEF contends that this index fails to represent the actual expenditure situation of employees and pensioners. According to the organization, the prices of many items in the CPI basket are considered at subsidized rates from the Public Distribution System, while most employees purchase goods at higher market prices. Consequently, the true burden of inflation is not reflected in this index. AIDEF has proposed the creation of a new, more realistic index for calculating DA in the 8th Pay Commission. This new index should be based on prices available in the open retail market or rates from government cooperative consumer stores, ensuring employees receive appropriate allowances that reflect inflation accurately.
Additional Demands
In addition to the DA calculation, AIDEF has made several other important requests. The organization is calling for the abolition of the fixed-term recruitment system under the Agnipath scheme in the military, demanding regularization for all Agniveers. They have also proposed replacing the existing Military Service Pay (MSP) with a ‘Dynamic Risk and Readiness Premium’ that should be at least 25% higher than the entry-level salaries of police and other forces.
Furthermore, AIDEF has suggested significant changes related to salaries and promotions. They are advocating for an increase in the current 3% annual salary increment to 6%, a minimum of five guaranteed promotions over 30 years of service, and maintaining a salary ratio of 1:10 between the highest and lowest pay. Additionally, the organization recommends continuing the old pension scheme for armed forces personnel and a gradual, humane increase in the retirement age.
