West Bengal Police Administration Shuffle Raises Questions on Civil Volunteers Transfers

Kolkata, March 9: The West Bengal state police headquarters, located at Bhawani Bhavan, has issued transfer orders for three female civil volunteers. This information was confirmed by a senior police official on Monday.

The official stated that a directive regarding these transfers has been released. Notably, there have been no known instances in recent years where formal transfer notifications for civil volunteers have been issued by the state police headquarters.

Civil volunteers are not considered members of the state police force. The Calcutta High Court has previously clarified this status. In a past ruling, the court determined that civil volunteers cannot be appointed for law and order duties. The government’s own policy also indicated that they should not be involved in core police functions or assist in official police duties.

The High Court has constitutionally established that civil volunteers are not police officers. Despite this, a transfer notice for the three female civil volunteers has been issued from Bhawani Bhavan, with no clear reason provided for the transfers.

Since the Trinamool Congress came to power in 2011, the government has mandated the recruitment of civil volunteers. Initially, around 2,000 civil volunteers were appointed in the police commissionerates of Howrah and Asansol.

This initiative marked the beginning of civil volunteer recruitment in the state. According to senior officials, the state government issued an administrative order for the recruitment process. These volunteers are typically appointed through local police stations, indicating that they do not have a direct administrative connection to the state police headquarters.

Ahead of the state assembly elections, there have been multiple reshuffles within the police administration, including transfers of senior IPS officers across the state. The government has also transferred several officers stationed at police stations and commissionerates prior to the elections. The recent transfers of the three civil volunteers have drawn significant attention in this context.
