Uttar Pradeshs Startup Policy 2026 Aims to Foster Innovation and Entrepreneurship
The Uttar Pradesh government launches Startup Policy 2026 to create a robust ecosystem for innovation and entrepreneurship among youth.

Lucknow, October 15 (Daily Kiran) : The Uttar Pradesh government has unveiled its Startup Policy 2026, aimed at transforming the state into a hub for startups. This initiative emphasizes innovation, technology, and entrepreneurship, with the goal of establishing a strong ecosystem that enables young people to turn their ideas into businesses, access financial support, seek expert guidance, and bring their products to market.
The policy is built on six key pillars: infrastructure development, financial assistance, talent development, industry engagement, ecosystem promotion, and institutional collaboration. By focusing on emerging technologies such as artificial intelligence, quantum computing, and deep tech, the government is paving the way for innovation-driven enterprises.
Sumit Mahajan, CEO of the Uttar Pradesh Startup Mission, noted that the Yogi Adityanath administration is committed to empowering youth not only as job seekers but also as job creators. Through this policy, the government aims to provide students, researchers, and new entrepreneurs with essential resources, guidance, technical facilities, and opportunities to connect with the market.
The policy is designed to encourage new ventures tailored to local needs across various sectors in the state. The six pillars include:
1. Infrastructure Development: Enhancing physical and digital facilities for startups.
2. Financial Assistance: Increasing access to capital through government schemes and private investors.
3. Talent Development: Preparing an innovation-driven workforce through education, skill development, and training.
4. Industry Engagement: Promoting collaboration among startups, industries, educational institutions, and the government to help new ventures reach the market.
5. Ecosystem Promotion: Showcasing the state’s startup capabilities at national and international levels, fostering partnerships, and focusing on targeted promotional activities.
6. Institutional Capacity: Strengthening stakeholder participation and collaboration mechanisms.
The new policy will feature the StartInUP online portal, which will serve as a comprehensive digital platform. This portal will connect startups, investors, incubators, mentors, and centers of excellence, enhancing transparency and management in policy implementation.
The portal will provide information on policies, incentives, resources, incubation centers, upcoming events, and government schemes related to startups. Entrepreneurs will also benefit from capacity-building programs and courses covering topics such as entrepreneurship development, startup management, financial literacy, regulatory compliance, intellectual property rights, commercialization of technology, and market access.
Experts and partner institutions will be linked to the portal, allowing startups, incubators, and centers of excellence to register online. They can apply for incentives and submit claims to the relevant nodal agency. The nodal agency will oversee the evaluation and approval process.
Additionally, the portal will include a management information system (MIS) for monitoring daily activities and policy implementation. Plans are in place to integrate the portal with the central government’s DPIIT and other platforms like Startup India, with future enhancements and integrations considered.
To address complaints and queries related to startups, a toll-free helpline and social media support will be available. This platform will encourage networking, partnerships, and collaboration among startups, incubators, accelerators, mentors, investors, and centers of excellence.
