
Washington, July 28: The U.S. Department of Defense has signed two seven-year framework agreements with L3 Harris and Lockheed Martin to enhance production capabilities for key components used in the PAC-3 MSE interceptor and THAAD missile defense systems.
These agreements aim to boost the production of propulsion and control systems that enable interceptors to target and destroy ballistic and cruise missile threats.
Michael P. Duffy, Under Secretary for Acquisition and Sustainment, stated, “It is essential to accelerate the production of critical weapons to replenish our arsenal necessary for freedom.” He added, “The agreements made today with L3 Harris are a significant victory for our troops and clearly demonstrate our commitment to signaling demand across the entire supply chain.”
Under the PAC-3 missile segment enhancement agreement, L3 Harris will expedite the production of its advanced two-pulse solid rocket motor, attitude control motors, and lethality enhancers. These components provide the PAC-3 MSE with the speed, range, and maneuverability required to intercept advanced tactical ballistic missiles, cruise missiles, and enemy aircraft.
The second agreement pertains to the propulsion system for the Terminal High Altitude Area Defense (THAAD) interceptor. This agreement, signed by the Department of Defense, L3 Harris, and Lockheed Martin, will increase production of two critical components: the solid rocket boost motor, which launches the interceptor, and the Liquid Divert and Attitude Control System (LDOACS), which allows the interceptor to change direction during flight. This capability enables it to counter ballistic missile threats both within and outside the Earth’s atmosphere.
The Department of Defense did not disclose the cost of the agreements or annual production targets. It described this initiative as part of a significant effort to ensure stable, long-term demand for defense manufacturers and their suppliers.
This recent move follows a series of PAC-3 MSE framework agreements with primary contractor Lockheed Martin, missile maker Boeing, and various parts supplier Honeywell.
The department indicated that these agreements are a direct result of its Acquisition Transformation Strategy, aimed at reducing delays in government operations and facilitating direct collaboration between officials and suppliers at all levels of the defense industry.
It emphasized that this strategy seeks to elevate the U.S. defense procurement system to a wartime readiness level. Furthermore, long-term demand commitments will help build a more robust, resilient, and responsive production base.
The PAC-3 MSE is an advanced interceptor within the Patriot air and missile defense system, designed to destroy incoming threats through direct impact. It is utilized against tactical ballistic missiles, cruise missiles, and aircraft.
