Odisha Vigilance Arrests Forester Bhagwat Bhushan Behera for Disproportionate Assets

Bhubaneswar, February 21: The Odisha Vigilance has made a significant move in its anti-corruption campaign by arresting forester Bhagwat Bhushan Behera in a case involving disproportionate assets (DA). Behera was stationed in the Bhatangpadar forest section (Bhawanipatna forest range, Forest North Division, Kalahandi). He is accused of possessing assets that are 470 percent greater than his known sources of income, for which he could not provide satisfactory explanations.

On February 21, 2026, the Vigilance presented Behera before the special judge (Vigilance) in Bhawanipatna. A case has been registered against him at the Koraput Vigilance police station under case number 2/2026, invoking Section 13(2) read with 13(1)(b)/12 of the Prevention of Corruption (Amendment) Act, 2018. The allegations extend to Behera, his wife, and family members.

During the search, a wealth of assets worth millions was uncovered, including a three-story building spanning 5,300 square feet in Hill Town, Bhawanipatna (constructed between 2022-24, estimated value of ₹1.36 crore), nine valuable plots in and around Bhawanipatna, bank, postal, and insurance deposits exceeding ₹34.08 lakh, 470 grams of gold and 350 grams of silver jewelry, four Kubota harvester machines, one Ashok Leyland tipper, one Bharat Benz HCV, four tractors, one Bolero (all unaccounted), one Toyota Urban Cruiser four-wheeler, and one Royal Enfield Bullet motorcycle (total value approximately ₹12 lakh), along with cash and household items valued at ₹11.15 lakh.

The Vigilance conducted a detailed assessment of Behera’s income, expenses, and assets, revealing that his wealth is 470 percent more than what can be accounted for through known sources. The investigation indicated that many of the assets are held in anonymous names, reflecting deep-rooted corruption.

On February 20, the Odisha Vigilance simultaneously raided three locations in Bhawanipatna (Behera’s residential building, his brother’s house, and his office chamber). Important documents were seized during the raids. The investigation found that the forester had amassed disproportionate assets during his tenure in the forest department.

Vigilance officials stated that this action is crucial for promoting a corruption-free administration. The investigation is ongoing, aiming to identify the true owners of the anonymous properties and seek out other potential accomplices. If found guilty, Behera could face severe penalties.
