
Lucknow, May 20: Chief Minister Yogi Adityanath reviewed the Public Works Department’s action plan for 2026-27 via video conferencing on Wednesday. The meeting was attended by all district magistrates, ministers, and public representatives from across the state. During the session, the Chief Minister emphasized that there should be no compromise on standards, quality, or timeliness in development projects. He instructed officials to prepare development proposals tailored to local needs from each district and submit them within a week; approval from the government is expected in the first week of June. District magistrates are to meet with public representatives to finalize development plans based on priority.
The Chief Minister insisted that the ground-breaking and foundation-laying ceremonies for development projects should be conducted by the respective public representatives. He clarified that any departmental shortcomings or contractor errors should not fall on the shoulders of public representatives. Ensuring the quality of development projects and completing them on time is the responsibility of departmental officials.
He stated that connectivity and robust infrastructure are vital for the economic progress of any state. Roads, bridges, and access routes are not just means of transportation; they also facilitate trade, employment, and social development. He directed officials to avoid a “pick and choose” approach when preparing proposals and to give equal importance to the needs of every area.
The Chief Minister instructed all district magistrates and chief development officers to appoint a nodal officer for each project in their districts. This officer will regularly monitor progress and ensure quality. He also requested a timely progress report on projects approved last year to be sent to the government. Additionally, the Public Works Department was directed to send separate teams to each district for on-site inspections and independent reviews of the projects.
In light of emergency situations, the Chief Minister deemed the construction of helipads essential. He noted that helipads are extremely useful during natural disasters, health emergencies, or other crises. Consequently, helipads should be constructed near every block, tehsil, and district headquarters. He also instructed that the Public Works Department should maintain these helipads and develop a fee structure for their use.
Addressing the impact of global conditions on the availability of fuel and bitumen, the Chief Minister urged the Public Works Department to adopt technological innovations. He stated that the department must implement practical improvements in its operations to adapt to changing circumstances. He directed that high-quality cement concrete roads be constructed on rural roads up to two kilometers as needed. Furthermore, to reduce bitumen consumption, the use of Cement Treated Subbase (CTSB) should be prioritized over Granular Subbase (GSB), and Cement Treated Base technology should be favored over Wet Mix Macadam (WMM) to enhance the durability and cost-effectiveness of road construction.
The Chief Minister praised the “CM Grid” scheme of the Urban Development Department, highlighting its importance in strengthening urban connectivity. However, he stressed the need for increased pace in its implementation. He urged the Urban Development Department to prepare proposals based on local needs, ensuring that improved road and connectivity systems reach every neighborhood and colony in the state.
During the meeting, the Public Works Department provided a detailed presentation. Officials informed the Chief Minister that over 30,000 proposals have been received under 17 heads for the current financial year 2026-2027. The Chief Minister instructed that priorities for all proposals be established and plans be executed in a phased and timely manner so that the benefits of development reach the last person.
Present at the meeting were Union Minister of State for Animal Husbandry and Dairying S.P. Singh Baghel, Uttar Pradesh’s Minister of Forest and Environment Arun Kumar Saxena, Minister of State for Public Works Brajesh Singh, along with various additional chief secretaries, principal secretaries, and senior officials from different departments.
