Ranchi, May 1: The National Human Rights Commission (NHRC) has taken a firm stance regarding the brutal beating of a minor boy in police custody in Khunti district, Jharkhand.
The commission has directed the state government to provide a compensation of one lakh rupees to the victim, Shiva Kumar Singh, and to file a First Information Report (FIR) against the guilty police officers and others involved without delay. This incident occurred on February 16, 2025, when Khunti police arrived in Kosambi village in search of a suspected human trafficker.
After failing to find the suspect at his home, the police not only vandalized the property but also forcibly took the 16-year-old boy, Shiva Kumar Singh, to the Khunti women’s police station.
Reports allege that Sub-Inspector Santosh Rajak brutally assaulted the boy to extract information about his father, leaving him unable to walk or sit. This inhumane act was reported to the commission by Baidyanath Kumar, Secretary of the Child Rights Foundation, prompting the NHRC’s intervention.
During its proceedings, the NHRC declared this act a blatant violation of the Indian Penal Code-2023 and the Juvenile Justice Act. The commission emphasized that beating an innocent child in a police station infringes upon his right to life and his right to live with dignity.
The Jharkhand government has informed the commission that the compensation amount of one lakh rupees has been approved and will soon be transferred to the victim’s family. However, the NHRC expressed deep dissatisfaction that no criminal charges have yet been filed against the guilty officer. The NHRC has issued an ultimatum for the prompt registration of an FIR against the responsible police personnel.
