Washington, March 4: The Pentagon’s policy chief, Elbridge Colby, informed the Senate Armed Services Committee that the new defense doctrine under the Trump Administration prioritizes countering China in the Indo-Pacific region. It also encourages U.S. allies to take greater responsibility for their own security.
During discussions on the 2026 National Defense Strategy (NDS), Colby emphasized that the administration’s military planning focuses on maintaining a balanced power dynamic in Asia. He also highlighted the importance of allies increasing their defense spending and capabilities.
Colby stated that this strategy aims to maintain a favorable balance of power in the Indo-Pacific, the world’s largest market area. He clarified that the United States does not seek confrontation with China but aims to prevent Beijing from dominating the region.
He stressed that the U.S. does not intend to strangle China or force a change in its government’s approach. The goal is to prevent China from establishing dominance in the Indo-Pacific.
Colby pointed out that the Pentagon’s central operational focus is to halt the expansion of the Chinese military across the First Island Chain, which stretches from Japan to Taiwan and the Philippines. He noted that achieving effective denial defense in this area is a primary focus for U.S. armed forces.
According to Colby, ensuring the capability to deter Chinese aggression in the region will allow Washington to maintain stability in Asia and retain flexibility in responding to global crises.
He mentioned that U.S. interests in the Indo-Pacific economy are genuine and significant due to the market’s vast scale. The strategy also emphasizes strengthening cooperation with regional partners who share concerns about China’s growing military power.
Colby highlighted the importance of aligning the strategy with the interests of U.S. allies in the Indo-Pacific. Many countries in the region wish to maintain their autonomy and resist the dominance of a single power.
The Pentagon official stressed that the new strategy is based on the idea of burden-sharing, expecting allies to take on more responsibility for regional security. He argued that even with all capabilities, the U.S. military cannot be unlimited in its use and resources. He urged European and Asian partners to increase defense spending and play a significant role in deterring threats, noting that many allies have functionally demilitarized since the end of the Cold War, which is unacceptable.
This strategy encourages NATO allies in Europe to lead traditional defense against Russia while urging partners like South Korea to take primary responsibility for deterring North Korea.
Colby also emphasized the need to boost U.S. defense manufacturing to sustain long-term competition with China and other adversaries. He stated that the NDPs NDS is nothing less than a national mobilization of our industrial capacity. This effort will enable the United States to rapidly produce advanced weapon systems for both its forces and allied forces.
He asserted that the U.S. must be capable of equipping its forces and those of its allies and partners with the best weapons on a large scale. However, while the strategy places China at the center of U.S. defense planning, Colby reminded senators that Washington will also consider threats from other regions, including Russia, Iran, and North Korea. He stated that there are many real threats worldwide, but emphasized that the United States should avoid overextending its military commitments. “We cannot do everything everywhere all the time,” he said.
