
Aizawl, April 14: In a significant move towards lasting peace, the Mizoram government signed a memorandum of understanding with the Hmar People’s Convention-Democratic (HPC-D (LF)) led by Lalhmingthanga Sanate on Tuesday. This agreement aims to effectively end years of insurgency in the state.
A senior official from the Home Department revealed that the agreement outlines a comprehensive development roadmap for the Hmar-majority Sinlung Hills Council area in northern and northeastern Mizoram.
The plan includes increased budget allocations, a special development package, infrastructure upgrades, and improved connectivity.
The agreement was signed by David Lalthanthluanga, Secretary of the Home Department, representing the Mizoram government, and Lalhmingthanga Sanate, the president of HPC-D (LF).
The signing ceremony was attended by several dignitaries, including MLA and Chief Minister’s political advisor Lalmuankpuiya Punte, and the Deputy Inspector General of Police (Northern Range), Rodingliana Chawngthu.
Addressing the gathering, Punte noted that unrest often arises when developmental expectations are unmet. He expressed hope that this agreement would pave the way for meaningful progress. He emphasized the importance of publicly signing the agreement in Sakvardai, contrasting it with previous accords that had limited public knowledge. Punte also welcomed the end of factional divisions within the Hmar community in Mizoram.
Home Secretary David Lalthanthluanga described the agreement as a milestone in Mizoram’s journey towards peace and stability. He recalled that the HPC was formed in 1986, with a peace agreement reached in 1994.
Subsequently, in 2018, an agreement was made with HPC (D), a faction that had split from the original HPC, and now, another faction, HPC-D (LF), has signed a new agreement.
The senior IAS officer expressed relief that no armed rebel groups remain in Mizoram. He stated that with this latest agreement, the state is now free from active armed insurgents.
The Home Secretary also announced the establishment of a peace camp for HPC-D (LF) members near Mauchhar village, with a formal ceremony for ‘surrendering arms’ scheduled for April 30, 2026. He praised Lalhmingthanga Sanate and his group for choosing a peaceful path and renouncing violence.
Sanate, in his address, acknowledged the significant sacrifices made during his group’s 33-year struggle. He thanked the state leadership and expressed confidence that the government would prioritize development in Hmar-majority areas. He also assured full cooperation in implementing the agreement.
The Mizoram government began talks with HPC-D (LF) in mid-2024, considering it the last active underground armed group in the state. Multiple rounds of discussions took place between September 2024 and March 2026, culminating in the final agreement signed on Tuesday.
The ceremony was presided over by Joint Secretary (Home) P.C. Lalduhthlanga, with Rev. Lalmhingthang Jouhte leading the prayers. Senior officials, community leaders, and representatives from various organizations, including the Sinlung Hills Council and Hmar groups, were present at the event.
According to the agreement, 43 members of HPC-D (LF) will formally surrender their arms at a ceremony on April 30 at the Central Training Institute in Sesawng.
With this agreement, Mizoram has taken another step towards sustainable peace and inclusive development, aligning with its long-term vision of ‘Transform Mizoram 2047.’
