New Delhi, June 10: A special workshop for Micro, Small, and Medium Enterprises (MSMEs) and startups will take place on June 11 and 12, 2026, at the Manekshaw Centre in Delhi Cantt. The theme of the workshop is “Defense Procurement, Innovations for Defense Excellence (IDEX), Technology Perspective Capability Roadmap (TPCR), and Testing Procedures.” This information was shared in an official statement released by the Ministry of Defence on Wednesday.
The statement noted that the event is jointly organized by the Indigenous Directorate of the Integrated Defence Staff Headquarters (HQ IDS) and the Centre for Joint Warfare Studies (CENJOWS). The aim is to enhance the participation of MSMEs and startups in the defense sector and to raise awareness about processes related to the defense industry.
During the workshop, industry representatives will receive detailed information on the defense procurement process, indigenization programs, IDEX framework, testing and certification procedures, and TPCR. Senior officials and experts from HQ IDS, Army headquarters, the Directorate General of Quality Assurance (DGQA), IDEX-DIO, and other relevant institutions will engage with participants in various sessions.
The inaugural session will feature addresses from Air Marshal Praveen Keshav Vohra, Deputy Chief of Integrated Defence Staff (Policy Planning and Force Development), and Major General (Dr.) Ashok Kumar (Retd.), Director General of CENJOWS.
According to the statement, the first day will cover topics such as the defense acquisition process, various procurement categories, revenue procurement criteria, indigenization reforms, the creation portal, import substitution mapping, and intellectual property rights (IPR).
On the second day, special sessions will focus on IDEX initiatives, prototype development, testing and evaluation processes, certification systems, user trials, environmental testing, the role of the Defence Research and Development Organisation (DRDO), and technology readiness levels.
Additionally, a dedicated session on TPCR and a panel discussion with venture capital investors will be held, providing startups with insights into new investment and development opportunities.
The Ministry of Defence stated that this workshop will focus on addressing practical challenges faced by the industry. Participants will have the opportunity to resolve their queries through Q&A sessions and interactive discussions.
The ministry emphasized that this initiative will play a crucial role in strengthening self-reliance in the defense manufacturing sector, promoting indigenous technologies, and enhancing collaboration between the Indian industry and the armed forces.
