Thiruvananthapuram, September 9 (Daily Kiran) : Chief Minister V.D. Satheesan announced on September 9 that the Kerala government is establishing a new system to expedite the implementation of development projects outlined in the state budget. This initiative also includes the creation of a state-level database focused on the needs of senior citizens.
Speaking to reporters after a weekly cabinet meeting, Satheesan explained that the cabinet has decided to set up a coordination system to ensure that budget projects are executed efficiently and within the specified timelines.
As part of this initiative, a three-day round table conference will be held in Thiruvananthapuram from September 16 to 18. Various groups will discuss project plans, implementation strategies, and timelines.
“This is the first time in the state that such a comprehensive action plan is being developed to convert budget proposals into ground-level projects,” Satheesan stated.
He highlighted that out of the 73 projects announced across more than 40 departments, 63 require collaboration between two or more departments, while only 10 are managed by a single department. The new system aims to eliminate delays caused by poor inter-departmental coordination. Detailed project reports will be prepared for 34 selected projects, divided into six groups.
The conference will finalize the scope, objectives, implementation methods, financial models, and specific timelines for these projects. Participants will include think tanks, policy experts, academic and research institutions, technology organizations, international development partners, financial institutions, investors, industry associations, and startups.
Pre-established rules and conditions will guide the implementation. Projects were assigned to the relevant departments immediately following the budget announcements, and a knowledge partner has been selected to provide strategic assistance.
In another significant decision, the government announced a baseline survey to create a comprehensive database addressing the living conditions and welfare needs of the elderly. This survey will be conducted under the government’s 100-day program, with a memorandum of understanding signed between the Department of Elderly Welfare and the Center for Management Development.
Approximately 3,000 individuals aged 60 and above will be interviewed across all 14 districts. The survey will assess their health, social and economic conditions, and everyday living situations. It aims to identify gaps in existing social security schemes and welfare services.
The survey will encompass three age groups: 60-69, 70-79, and those over 80, including urban, semi-urban, and rural areas, as well as coastal, forest, tribal, and environmentally sensitive regions.
The government plans to use the findings to formulate evidence-based policies and improve the delivery of welfare services. A state-level workshop will also be organized, involving senior citizens, caregivers, local representatives, and government departments. The final report is expected within three months of completing the data collection.
