Kerala Chief Minister Writes to PM Modi Over Foreign Contribution Amendment Bill 2026

Thiruvananthapuram, March 30: Kerala Chief Minister Pinarayi Vijayan has addressed a letter to Prime Minister Narendra Modi regarding the Foreign Contribution (Regulation) Amendment Bill 2026. He described the bill as a direct attack on the autonomy of civil society and minority institutions.

In his letter, Vijayan expressed concerns that the bill grants extensive powers to seize properties based on technical reasons, turning the central government into a tool for arbitrary control and intimidation. He urged Prime Minister Modi to withdraw these harsh provisions, which pose a threat to organizations serving the poor and marginalized. “We must protect our constitutional values and ensure that the spirit of selfless service is not suppressed by executive interference,” he stated.

In the correspondence, Vijayan highlighted that the amendment bill, presented in the Lok Sabha on March 25, 2026, has raised apprehensions among various sections of society, particularly minority communities. A review of the bill’s provisions reveals that powers to seize properties are granted even for technical shortcomings.

The letter warns that such broad powers could be misused by authorities, and these concerns cannot be dismissed as unfounded. The current act already provides sufficient powers to address the misuse of benefits by certificate holders permitted to accept foreign contributions.

Vijayan further noted that the proposed amendment includes provisions for seizing properties, which would affect religious sites and charitable institutions, regardless of any technical issues. It is important to recognize that the bill’s clauses could complicate the operations of organizations dedicated to education, health, and serving the poor and marginalized, even if no serious wrongdoing has occurred on their part.

He emphasized that this matter is tied to the concerns of religious groups and minority communities. Therefore, he requested the Prime Minister to intervene promptly and initiate the withdrawal of the property seizure provision from the amendment bill, as the current law already has adequate safeguards to address violations.
