Bengaluru, June 6: The Karnataka government has taken a significant step to ensure punctuality among all state government officials and employees. From now on, all employees must arrive at their offices by 10 AM and record their attendance using the ‘Kartavya’ mobile app. Strict action will be taken against those who violate this new rule.
An order issued by Chief Secretary Dr. Shalini Rajneesh clearly states that this directive is based on strict instructions given by Chief Minister D.K. Shivakumar during a high-level meeting on June 4. The Chief Minister expressed deep concern over irregularities and late arrivals in government offices during this meeting.
According to the order, all officials and employees, from the Additional Chief Secretary to district-level staff, are required to check in and out daily on the ‘Kartavya’ app. Real-time monitoring will be conducted through this app. The e-Governance department has developed an advanced AI-based system that will automatically generate district-wise and office-wise reports for employees who fail to mark their attendance by 10 AM. These reports will be automatically sent to the heads of the respective departments.
Officials on official tours or field duties must select the ‘Out of Office Duty’ (OOD) option in the app. Their attendance will be confirmed by the relevant supervisory officer. Department heads are required to review daily attendance reports via the ‘Kartavya’ dashboard and ensure appropriate disciplinary action against those who do not comply with the rules.
According to government sources, this initiative aims to enhance transparency, accountability, and efficiency in the state government’s operations. Chief Minister Shivakumar has been emphasizing the need to make the government machinery more active and responsive. The ‘Kartavya’ app was already in use in some departments but has now been made mandatory across the entire state.
