
Chandigarh, April 27: Haryana Congress legislators refused to participate in the special assembly session on Monday. They argued that the authority to legislate on delimitation and women’s reservation does not lie with the assembly.
The Congress party boycotted the session called by the government led by Naib Singh Saini, instead holding a parallel session outside the assembly. They demanded the immediate implementation of the women’s reservation bill passed in 2023.
In a meeting chaired by former Chief Minister and Leader of the Opposition Bhupinder Hooda, the party unanimously decided to boycott the session.
Legislators claimed that the Bharatiya Janata Party (BJP) government is ridiculing constitutional institutions. They contended that the issue of women’s reservation falls under the jurisdiction of the central government, not the state government.
They stated that the organization of this session by the state government is unconstitutional. Interestingly, Congress legislators also refused to accept travel and dearness allowances provided during assembly sessions.
During the parallel assembly session, Hooda, a two-time Chief Minister, emphasized that the party would defend constitutional values at all costs and would not allow BJP’s conspiracies to succeed.
He clarified that the state government had called the special session for unconstitutional purposes, which is why Congress chose to boycott it.
During the parallel session held outside the assembly, Congress legislators unanimously passed a resolution in support of the women’s reservation bill and demanded its immediate implementation.
In September 2023, both houses of Parliament unanimously passed the women’s reservation bill. The President also approved this bill, making it an integral part of the Constitution.
Despite this, they pointed out that the BJP has failed to implement it even three years later. In fact, they noted that there was a 30-month delay in formally notifying the reservation bill.
