Chennai, May 20: The Greater Chennai Corporation (GCC) in Tamil Nadu is set to launch a comprehensive biometric attendance system for its employees. This initiative aims to enhance discipline in the workplace and ensure that employees complete their mandatory eight-hour shifts.

This move comes in response to recurring complaints about employees not reporting to work on time, particularly among field-level staff. Corporation officials have noted that complaints have emerged from various zones, with allegations of irregular attendance among sanitary inspectors in the Ambattur zone being particularly frequent.

The proposed system is expected to improve accountability and enhance monitoring of work schedules across the corporation. According to GCC records, there are currently 36,381 employees, including 12,960 permanent staff and 23,421 contract workers.

Given the large workforce and the diverse nature of operations across multiple zones and departments, officials believe that a technology-based attendance system will help streamline administration and boost efficiency.

GCC Commissioner G.S. Sameeran confirmed that preliminary discussions have already taken place regarding the feasibility of implementing a biometric attendance system for all categories of employees. He mentioned that the proposal is still in its early stages and a detailed plan will be finalized after further evaluation of implementation needs and operational progress.

Under the proposed framework, employees may need to register their attendance twice a day: once at the start of their shift and again at the end of the workday. Field inspectors and officers on external duty may also be included in a mobile-based attendance system that will utilize geofencing technology. This system will capture the employee’s photo and location during attendance registration, allowing officials to verify their presence in the field in real-time.

Former GCC Commissioner J. Kumargurubaran noted that discussions had already taken place regarding the introduction of a facial recognition attendance system, and a mobile app for field staff attendance has already been developed.

However, employee unions have expressed concerns, claiming that similar systems implemented in the past were not effectively enforced, highlighting shortcomings in their execution. Currently, the biometric attendance system is only applicable to administrative employees at the Ripon Building, while several senior officials have been exempted from this system.
