Global AI Governance Takes Center Stage at Shanghai Conference

Beijing, July 17: The World AI Conference and High-Level Meeting on Global AI Governance is taking place from Friday to Monday in Shanghai, Eastern China.

Chinese President Xi Jinping addressed the opening ceremony, joined by the Presidents of Kazakhstan and Cambodia, the Prime Ministers of Thailand, and the UN Secretary-General, along with representatives from over 100 countries and international organizations.

Under the theme “Smart Partners, Shared Future,” the conference focuses on human-centered, safe, fair, and inclusive development of AI. It emphasizes that AI is reshaping human civilization, urging all nations to collaborate with a spirit of shared future.

On Friday, a presidential statement was released outlining 15 key principles for safe, equitable, and human-centered global governance of AI. The statement stresses the need for stronger collaboration between industries and educational institutions to promote AI innovation, extensive use of AI across various sectors through the “AI+” model, and the advancement of open-source technology and data security.

Additionally, it highlights the necessity of reducing AI’s environmental impact, promoting energy-efficient development, and effectively managing the impacts of employment and social changes. The statement also calls for increased international cooperation to enhance AI security, risk control, and prevent misuse such as terrorism.

Multilateralism, the leading role of the United Nations, and building AI capacity in developing countries were prioritized in the statement. It also emphasized the importance of respecting international trade rules, standards, and cultural diversity. This declaration is seen as a significant step towards making AI a medium for global equality, sustainable development, and shared prosperity.

During the conference, a treaty was signed to establish the “World AI Cooperation Organization.” This will be the first intergovernmental AI organization headquartered in Shanghai. Its aim is to assist countries in the Global South in the development, application, and governance of AI while reducing the digital divide. The organization will be open to all nations and will operate based on the principles of multilateralism and shared benefits.
