Election Commission Trains Returning Officers Ahead of Bengal Assembly Elections

New Delhi, March 25: Ahead of the Bengal Assembly elections, the Election Commission conducted a training program for all 294 Returning Officers (ROs) on Wednesday. This event took place at the divisional headquarters in Jalpaiguri, Malda, Bardhaman, and Medinipur.

Chief Election Commissioner Gyanesh Kumar announced that the elections in West Bengal will be held without violence, fear, or inducement, ensuring that every voter can cast their vote freely and fairly.

In this context, national-level master trainers collaborated with senior officials from the Election Commission of India (ECI) to discuss all phases of the election process. This included nomination procedures, scrutiny of nominations, qualifications and disqualifications, the Model Code of Conduct (MCC), withdrawal of nominations, symbol allotment, polling day arrangements, and counting.

The training emphasized the importance of Returning Officers ensuring that the Presiding Officers share the signed copy of Form 17C, which contains the vote count, with all polling agents present at the end of polling.

During the program, ROs were also introduced to the ECI-NET Presiding Officer module. Through this module, Presiding Officers will upload voter turnout data to the ECI-NET app every two hours and after polling concludes. This data will be automatically collected at the RO level to provide real-time insights into voting trends.

This training program is in addition to the training sessions organized by the Chief Electoral Officer of West Bengal. According to Sections 21 and 24 of the Representation of the People Act, 1951, the Election Commission designates or nominates Returning Officers for each electoral constituency to ensure compliance with election laws and regulations. The Returning Officers operate under the control, supervision, and discipline of the Commission during the designated period.
