ED Freezes Assets Worth ₹2.15 Crore of Former Assam Food Safety Officer

Guwahati, March 25: The Enforcement Directorate (ED) has temporarily frozen assets worth approximately ₹2.15 crore belonging to Munindra Bhuyan, a former senior food safety officer of the Assam government. This action is part of an investigation into disproportionate assets under the Prevention of Money Laundering Act (PMLA), 2002.

The ED’s Guwahati zonal office reported that the frozen assets include three immovable properties in Guwahati, valued at around ₹1.53 crore. Additionally, movable assets worth nearly ₹62 lakh have been seized, which consist of ₹16.07 lakh in bank accounts and the surrender value of ten life insurance policies, estimated at ₹45.33 lakh.

The investigation was initiated in January 2023 based on an FIR filed by the Chief Minister’s Special Vigilance Cell (CMSVC), which registered a case under the Prevention of Corruption Act.

The case alleges that Bhuyan amassed assets significantly exceeding his known income during his tenure. Investigators found that between April 2001 and February 2022, he allegedly accumulated assets worth approximately ₹3.80 crore, which is 223% more than his declared income.

Officials noted that several properties were purchased in the names of Bhuyan and his family members to conceal the true ownership. The ED also discovered discrepancies in the reported values of these assets, which were significantly lower in official documents, suggesting potential misuse of illicit funds.

Bank records revealed suspicious cash deposits and financial transactions that do not align with legitimate income. The investigation is ongoing.
