Delhi Police Arrest Three for Running Mobile Call Center Linked to Cyber Fraud

Delhi Police have apprehended three individuals linked to a cyber fraud scheme operating from a moving car.

New Delhi, October 30 (Daily Kiran) : The East District Cyber Police in New Delhi has arrested three individuals connected to a cyber fraud network. These suspects were reportedly operating a mobile call center inside a moving car to evade location tracking. The arrested individuals have been identified as Lokesh Tomar (37) from Old Kondli, Tushar (35) from Shahdara, and Himanshu Rathore from Kalyan Puri.

The investigation was initiated following a complaint from Nilesh Vishwakarma, a resident of Umaria district in Madhya Pradesh, who reported being defrauded of ₹65,000. The fraudsters had posed as agents promising to return ₹4.5 million invested in insurance policies, collecting the money under the guise of a “processing fee.” An FIR was filed at the East District Cyber Police Station, prompting further inquiry.

During the investigation, the police received alerts about suspicious transactions linked to an account associated with Himanshu Rathore at Indian Overseas Bank. This led to the identification of additional members of the fraudulent network.

Authorities scrutinized the dubious banking transactions and the fake accounts used to receive and transfer the illicit funds. During this process, Himanshu Rathore was apprehended. Interrogation revealed that the suspects used a white car as their mobile operational base and frequently changed locations to avoid detection. Through technical analysis and field surveillance, police tracked down the vehicle and intercepted it in the Old Kondli area, leading to the arrest of the other two suspects.

The police seized a car, seven mobile phones, 15 bank cards, five PAN cards, copies of four Aadhaar cards, six checkbooks, three passbooks, a signed check, two rental agreements, 11 passport photographs, and nine pages containing customer lists, along with a suspicious counterfeit seal labeled NPCI.

According to police reports, Lokesh Tomar is suspected of coordinating the operation and providing fake bank accounts. Tushar allegedly contacted potential victims while impersonating officials, encouraging them to share sensitive banking information, including one-time passwords (OTPs) and credentials. Rathore is believed to have facilitated the receipt and transfer of fraudulently obtained money in exchange for commissions.

The police are also investigating potential links between the suspects and other cyber fraud cases in Mumbai and Telangana, as well as any interstate connections. Efforts to identify additional individuals involved and trace the financial transactions are ongoing.
