Central Government Approves Over ₹947 Crore for Relief and Rehabilitation of Manipur Violence Victims

Imphal, April 26: The Union Home Ministry has sanctioned ₹424.36 crore for the operation of relief camps established by the Manipur government to shelter those affected by ethnic violence in the state.

According to the state Home Department, an additional ₹523 crore has been approved for the rehabilitation of internally displaced persons (IDPs) affected by the violence. This information was disclosed in response to an RTI petition filed by senior Congress leader Hareswar Goswami.

The Home Department reported that from May 3, 2023, to March 30, 2026, a total of 58,881 individuals have been displaced from their villages due to ethnic violence.

As of March 10, 2026, 174 relief camps were operational. Furthermore, the Manipur Police Housing Corporation Limited has constructed 3,000 prefabricated houses to provide temporary accommodation for the displaced individuals.

The department noted that 217 deaths have been recorded in relation to the violence, based on ex gratia payments made to the families of the deceased. The violence has also led to extensive destruction of private and government properties, with 7,894 permanent houses completely destroyed and 2,646 partially damaged since May 3, 2023.

Ethnic violence erupted between the Meitei and Kuki-Zo communities on May 3, 2023, following a tribal solidarity march held in the hill districts. This march was organized in opposition to the demand for Scheduled Tribe status for the Meitei community.

Approximately 53% of Manipur’s population belongs to the Meitei community, primarily residing in the Imphal Valley, which includes five to six districts. Other tribal communities, including the Nagas and Kukis, account for about 40% of the population and mainly inhabit the state’s eleven hill districts.

In response to this crisis, the state government initially set up over 300 relief camps in the Imphal Valley and hill areas, providing shelter to around 60,000 displaced men, women, and children. As the situation gradually improves, many individuals have begun returning to their homes and villages.

Meanwhile, Chief Minister N. Biren Singh has stated that expediting the rehabilitation and resettlement of the displaced individuals remains the government’s top priority. He mentioned that the central government has provided adequate support for the construction of permanent housing, compensation for personal belongings and movable properties lost, and repairs for partially damaged homes.

Additionally, ₹734 crore has been allocated in the 2026-27 budget to accelerate the rehabilitation and resettlement efforts for those affected by the violence.
