
New Delhi, April 1: The Central Armed Police Forces (General Administration) Bill, 2026 was passed in the Rajya Sabha on Wednesday. The opposition demanded that the bill be sent to a select committee and staged a walkout from the house. Responding to the discussion and opposition allegations, Minister of State for Home Affairs Nityanand Rai stated that the bill does not violate the federal structure or the spirit of the Constitution. He emphasized that it strengthens the federal framework. The Central Armed Police Forces operate in coordination with state police and administration.
Rai explained that the bill primarily pertains to the recruitment and service conditions of Group A officers in the Central Armed Police Forces. He addressed concerns raised about the financial benefits associated with the bill. “During the discussion, many members raised inconsistencies and questions related to this bill. Firstly, it was claimed that this bill contradicts the federal structure and the spirit of the Constitution,” he said.
He clarified, “This is absolutely incorrect. In fact, this bill further strengthens the federal framework. The Central Armed Police Forces work closely with state police and administration across various states. The presence of officers with experience in different states fosters better coordination between the center and states, leading to a cohesive national approach to internal security management.”
Some members expressed concerns that the bill grants excessive powers and exemplifies over-delegation. The Minister of State clarified that the provisions in the bill are part of an established legislative technique that is widely accepted and prevalent. Its aim is to ensure clarity and consistency in administrative matters.
The discussion also highlighted concerns about stagnation in promotions for officers of the Central Armed Police Forces. In response, the Minister stated that Group A General Duty officers typically receive four promotions during their service period. Many officers also have the opportunity for a fifth promotion based on age. Regular departmental promotion committees are held to ensure timely promotions. Delays in promotions are often due to pending court cases, seniority disputes, delays in vigilance clearance, or disciplinary actions.
The Minister of State noted that under the leadership of Prime Minister Narendra Modi and the guidance of Home Minister Amit Shah, the central government has taken significant steps to strengthen the country’s internal security and enhance the capabilities of the Central Armed Police Forces. Reforms have been made to streamline the recruitment process, reducing the time frame from nearly 18-24 months to about 10-11 months.
He asserted that this bill will not only bring administrative clarity but also make the internal security mechanism stronger and more effective. The Minister of State expressed that the morale of security personnel, soldiers, and officers is high. Today, our paramilitary forces play a capable and robust role in ensuring border security and maintaining internal security. He concluded that this bill is in the nation’s interest, vital for border security, beneficial for the Central Armed Police Forces, and essential for enhancing the country’s internal security.
