BRICS Counter-Terrorism Working Group Celebrates 10 Years of Unity Against Terrorism

New Delhi, May 24: The 11th annual BRICS Counter-Terrorism Working Group (CTWG) plenary and sub-group meetings took place on May 21-22, 2026, under India’s presidency. These meetings marked a decade since the establishment of the BRICS CTWG.

In his opening speech, Ambassador Siby George, Secretary (West) of India’s Ministry of External Affairs, emphasized the importance of collaborative efforts among BRICS member countries to combat the global threat of terrorism. He urged member nations to work together to strengthen the BRICS CTWG, making it more robust, structural, innovative, inclusive, and results-oriented.

Ambassador George expressed gratitude to BRICS members for their solidarity and support following the horrific terrorist attack in Pahalgam, Jammu and Kashmir, on April 22, 2025. He reiterated India’s zero-tolerance policy towards terrorism. He highlighted the need for strong international cooperation and coordinated efforts to address challenges such as the evolving nature of terrorism, the growing networks of terror funding, radicalization, and the use of new and emerging technologies by terrorists.

According to information shared by the Ministry of External Affairs on the social media platform X, the experienced diplomat called for active, comprehensive, and sustained global efforts and international cooperation to strengthen the existing global counter-terrorism architecture.

He stressed the need for the BRICS CTWG to be more resilient, future-ready, innovative, inclusive, and focused on outcomes. Ambassador George reaffirmed India’s commitment to deepening cooperation with BRICS member countries for a secure and terrorism-free world.

Dr. Vinod Bahade, Joint Secretary (Counter-Terrorism) in India’s Ministry of External Affairs, chaired the meetings, which were attended by senior counter-terrorism officials from the ten BRICS member countries.

The BRICS member nations condemned the Pahalgam attack in April 2025 and reiterated their commitment to enhancing cooperation against terrorism. During the meeting, they discussed the full spectrum of cooperation to address both existing and new challenges related to terrorism. Prior to the BRICS CTWG plenary meeting, five thematic sub-group meetings were held.
