
Lucknow, April 22: The Chief Secretary of Uttar Pradesh, S.P. Goyal, has issued directives to ensure timely preparations for the 2027 Census, develop district-level action plans to combat heatwaves, and strengthen arrangements for cow shelters. He emphasized the need for extensive outreach to enhance public participation.
During a weekly review meeting via video conferencing with all divisional commissioners and district magistrates, Chief Secretary Goyal provided detailed guidelines on various current issues. He noted that the first phase of the Census, which includes house listing and housing census, will take place from May 22 to June 20, 2026. Training for all enumerators and supervisors must be completed without fail, and strict action will be taken against those who are absent.
From May 7 to May 21, citizens will be able to fill out online self-enumeration forms. A comprehensive public awareness campaign will encourage people to use online methods, ensuring time efficiency and data accuracy.
The Chief Secretary stressed the effective use of the CMM portal, the formation of WhatsApp groups at the district and divisional levels, and promoting census-related activities through social media. He highlighted the government’s priority to ensure the smooth operation of cow shelters, suggesting initiatives like a year-round fodder collection campaign, establishing permanent fodder banks, and acquiring fodder in exchange for cow dung-based fertilizers. Additionally, he instructed to free grazing lands from encroachments and plant hybrid Napier grass.
In light of the heat and heatwaves, all district magistrates have been directed to promptly prepare district-level heat action plans. Instructions were also given to establish drinking water facilities at public places and ensure adequate shade at cow shelters. The meeting also addressed issues related to farmers. The Chief Secretary clarified that a farmer ID will not be mandatory for government wheat purchases, but farmers should be encouraged to voluntarily register for farmer schemes to avail future benefits.
Moreover, he instructed the swift distribution of pending compensation for crops affected by hailstorms, excessive rainfall, and fires, ensuring timely relief for farmers. Director of Census Operations, Sheetal Verma, reported that mapping work is nearly complete in most districts, and training for 527,000 enumerators and supervisors is on schedule.
Additional Chief Secretary for Livestock, Mukesh Kumar Meshram, informed that commendable work regarding fodder collection and modern arrangements at cow shelters is being carried out in several districts, including Jaunpur, Saharanpur, Gorakhpur, and Hardoi.
