The tragedy occurred on land allocated by the Noida Authority for the construction of a Habitat Center, which is currently under the control of the Uttar Pradesh State Construction Corporation (UP RNN). Security personnel were reportedly stationed at the site for safety.
According to reports, construction work at the location had been stalled for a long time, leaving deep pits filled with water. Local residents have expressed concerns about the lack of adequate safety measures in the area, which they believe contributed to this unfortunate event.

Long-standing disagreements between the Noida Authority and RNN regarding this land have persisted.
Former CEO Ritu Maheshwari had canceled the agreement with RNN during the 205th board meeting in 2022. Following this, a proposal to develop the project under a public-private partnership (PPP) model was approved. However, despite the cancellation, RNN retained control of the land, complicating the situation further. The lack of construction and safety has made the site vulnerable to accidents.
